Minutes of the March Heart of Missouri Balloon Club General Meeting
Held on March 12, 2001 at 7:00 p.m. at the Walton Building.

1.	Karen listed members who had not paid their dues. People were
reminded that if an individual had not paid his or her dues he or she may
not speak to an issue at a club meeting.
2.	Minutes from the previous meeting were approved - motion proposed by
JR, seconded by Tucker and passed with unanimous vote.
3.	Karen gave the treasurers report. HOMBC currently has 67 members. On
February 5 the bank balance was $371.12. As at March 12, the bank balance
was $592.44.
4.	The proposed bylaws were reviewed, with the disputed sections
flagged for further discussion.  Article III, Section 6 was abbreviated.
Section 8 was deleted. Article IV, Section 4 was disputed as being too
liberal. It was appended to require 10 members or 10 per cent, with at least
two members of the Executive committee present to have a quorum. Section 5
was disputed for the same reason, with a similar solution. Section 4 was
further amended so that the definition of a quorum applies to any membership
meeting. Article V, Section 2 was amended, removing the October clause.
Section 3 was amended, changing the first "November" to "October." Section 4
was amended, changing "December" to "November." Article VI, Section 2 was
amended by changing "December" to "November," adding "next" before
"regular," and striking "in January". Article XII, Section 1 was amended to
"These bylaws may be amended or repealed by a 2/3 majority vote of the
members in good standing, present at any membership meeting, providing that
notice of the proposed amendments has been provided to the membership 7 days
prior to the meeting. For the limited purpose of any amendment to these
bylaws, a quorum will be defined as no less than 20 members or 20% of the
membership, whichever is less". Entire group of bylaws was accepted by
motion, second, and unanimous vote.
5.	The proposed article of suspension or termination was omitted from
the bylaws by unanimous vote.
6.	Herb gave the Events committee report. There will be a club flight
sometime on the weekend of April 21 or 22.
7.	David Drum explained to members how to respond to confirmation
notice they had received from the club's email list (hotair@hombc.org
<mailto:hotair@hombc.org> ). It was agreed that there should be two lists.
One for official business and another unofficial list. All members would
automatically be subscribed to the official list and only the executive
committee could post to that list. The unofficial list would be used
primarily as a way for members to communicate with each other. There would
be not any restriction on who could subscribe and post to the list. David
said that the club's web page could be found at www.hombc.org.
8.	Barb spoke about the Ed Yost Historical Marker. It was agreed that
rather than use meager club funds to make a donation in the name of the
club, donations from members would be collected by Karen.
9.	The next meeting would be held on Monday April 9 at 7:00 p.m. at the
Walton building.
