Personal opinion only here...

I think you would want turn vents if you plan to hang from a harness.
Unless you have a chair like the T&C, Lindstrand or Cameron hang
balloons. And I wouldn't worry about a smart vent on a 42K. I've flown
most every brand from 54K to 240K. Really small balloons are easy to
stop and you may be able to save yourself a lot of headaches by just
building a standard parachute top. My motto is to "Simplify!" (the less
that can go wrong then).
